Andy Oppenheimer, AIExpE MIABTI
Andy Oppenheimer AIExpE MIABTI is an independent consultant in CBRNE and counterterrorism. An Associate Member of the Institute of Explosives Engineers and a Member of the International Association of Bomb Technicians and Investigators, he is author of IRA: The Bombs and the Bullets – A History of Deadly Ingenuity (Irish Academic Press, 2008) and an explosive science-fiction trilogy FIELDS OF ORION (amazon.co.uk), set in the near-future world of terrorism, bomb disposal, espionage and alien contact. A former Editor of Jane’s Nuclear, Biological and Chemical Defence, he has written hundreds of articles for specialist defence and security journals, provides consultancy and interviews to media, and presents at conferences worldwide.

Frank G. Rando serves as the U.S. Correspondent and a frequent contributing author for the Chemical, Biological and Nuclear Warfare Journal and the Non-Conventional Threat Newsletter.
Frank possesses over 30 years of multi-disciplinary real world experience in the emergency preparedness and response arenas.
He is a licensed and certified health professional with extensive training and experience in emergency medicine, trauma surgery, critical care medicine and occupational and environmental medicine.
In addition, Frank is an environmental and occupational health scientist with expertise in toxic inhalations, pulmonary pathobiology, toxic respiratory disabilities, environmental exposure assessments, emergency management of complex environmental health emergencies, and environmental forensics.
Frank is a DHS Certified Weapons of Mass Destruction/CBRNE Instructor, Weapons of Mass Destruction Hazardous Materials Specialist,Radiological-Nuclear HAZMAT Technician, NFPA Certified HAZMAT Defensive Operations and HAZMAT Technician.
Professor Salma Abbasi, PhD, FRGS, FCMI
Prof. Salma Abbasi also the Founder, Chairperson and CEO of the eWorldwide Group, which has been driving international cooperation between multi-sector stakeholders, policy reform, safety, and security.
Prof. Abbasi is working with governments, development agencies, private sector, civil society organizations to practically understand and leverage innovative technologies, artificial intelligent systems, and big data to strengthen health information systems to prevent avoidable deaths and build greater human resilience. As a former Senior Vice President, Chief Quality Officer for Lucent Technologies, she has over 40 years’ experience in the field of technology, innovation and customer centric design.
Prof. Abbasi is a graduate of Civil Engineering (BSc), Electrical Engineering (MSc) and has a PhD in the field of Information Communication Technology (ICT). This diverse background has given her a unique foundation to innovatively resolve complex problems at both the strategic and tactical levels, in the Public and Private Sectors.
Prof. Abbasi is actively engaged as an Advisory Board member for several international organizations, working to build trust and dialogue, influencing policies, and delivering solutions threating regional and global stability, leveraging innovation for the past 2 decades.
She is also collaborating with many universities in Asia, Africa and Europe, committed to engage, challenge and inspire the next generation to create a united, inclusive, sustainable and safe future. She is also a member of a series of UN and IEEE committees, contributing to the development of new policies, industry standards and guidelines in the broader context of online safety, security, and ethical AI for social good.
As a former member of the International Telecommunication Union’s (ITU) High Level Experts Group (HLEG) for Cybersecurity, she is working on defining national level security strategies and policies for cybercrime, on-line safety and security. In this context, Prof. Abbasi authored the concept paper for ‘Child Online Protection’ (COP), focused on protecting children from the dangers of the internet. In June 2008, the ITU’s Secretary General, Prof. Hamadoun Toure, presented the concept paper to the UNGA where it was ratified and became a global strategic initiative for the member nations.
Most recently, in collaboration with the IEEE, Prof Abbasi has launched an initiative to build holistic digital resilience and is researching and raising awareness on the growing challenges of internet addition and the consequences to young people, society, and Nations. She is also actively collaborating with international stakeholders to reshaping policies, developing industry standards and guidelines in the broader context of on-line safety, particularly from social media, gaming, and gambling.
